Refactor `_get_e2e_device_keys_txn` to split large queries (#13956) Instead of running a single large query, run a single query for user-only lookups and additional queries for batches of user device lookups. Resolves #13580. Signed-off-by: Sean Quah <seanq@matrix.org>

Fix a long-standing bug where `POST /_matrix/client/v3/keys/query` requests could result in excessively large SQL queries.
