Add missing type hints to non-client REST servlets. ( #10817 )

Including admin, consent, key, synapse, and media. All REST servlets
(the synapse.rest module) now require typed method definitions.

Remove redundant "coding: utf-8" lines ( #9786 )

Removes all redundant `# -*- coding: utf-8 -*-` lines from files, as python 3 automatically reads source code as utf-8 now.
