Split MessageHandler into read only and writers
...
This will let us call the read only parts from workers, and so be able
to move some APIs off of master, e.g. the `/state` API.

dependency on it.

Move the AS handler out of the Handlers object.
...
Access it directly from the homeserver itself. It already wasn't
inheriting from BaseHandler storing it on the Handlers object was
already somewhat dubious.
