Remove redundant "coding: utf-8" lines ( #9786 )

Part of #9744
Removes all redundant `# -*- coding: utf-8 -*-` lines from files, as python 3 automatically reads source code as utf-8 now.

Implement new replace_state and changed prev_state
...
`prev_state` is now a list of previous state ids, similiar to
prev_events. `replace_state` now points to what we think was replaced.
