Remove redundant "coding: utf-8" lines (#9786)
Part of #9744

Removes all redundant `# -*- coding: utf-8 -*-` lines from files, as python 3 automatically reads source code as utf-8 now.

Richard van der Hoff bc8f265f0a GET /devices endpoint
implement a GET /devices endpoint which lists all of the user's devices.

It also returns the last IP where we saw that device, so there is some dancing
to fish that out of the user_ips table.
