Element-R: Starting a DMs with a user (#10673)

* Use `cli.getUserDeviceInfo` instead of `cli.downloadKeys` to create a room

* Use `client.getCrypto().getUserDeviceInfo` instead of `client.getUserDeviceInfo`

* Update `createRoom-test.ts` to use `getUserDeviceInfo`

* Remove duplicate  field
