Prevent PersistedElements overflowing scrolled areas

As the DOM element is not in reality contained inside "the parent",
it may overflow the area if the parent gets partially hidden by
scrolling etc.
To make the effect visually less annoying, emulate this by clipping to
the element wrapper. This is not a full general-purpose fix, but
improves the current situation.

Make all 'font-size's and 'line-height's rem

Font size of the whole app would ideally be controlled by a single
value. This value is currently hard coded using the :root CSS selector.
It is the intention to make this value configurable within riot. In the
interim all font-sizes have been converted to rem by the simple process
of regex. Replacing px values with their equivalent rem values assuming
a font size of 15px and then rounded to three decimal places, which was
the base at the time of this transformation.
I'm expecting another commit cleaning up rem values but I thought it
best to leave that to review.
This commit doesn't address any scaling issues. I thought it better to
land this unwieldy, mechanical, invisible change before the others
otherwise the pr would be impossible to review thoroughly.

This keeps the layout of the emoji fixed as much as possible.
Other changes:
* Fix width of each emoji container to static 52px
* Bump minimum width of right panel from 250px to 264px to match the
width in the figma
* Use normal font-weight for labels as per design
* Smaller vertical gap between emojis, again to match design

Factors out the verification tile stuff into encryption event
styles so we can reuse them betwen all the encryption event tiles.
Also makes the event list summary stuff even more gnarly by
putting the encryption event tile above the group. We really need
to refactor that. :/

Tweak styling of unread indicator circle.

This makes the element symmetric and reduces the size of the hit target.
With the previous styling, the mid-circle glyph was sometimes offset from the center.
Furthermore, the large font size increased the hit box of the ::after element, eating into the scroll up arrow button's hit target.
It might be a good idea to give the ::after element pointer-events:none so that the scroll up button is clickable in its entirety.

This adds a step after login to complete security for your new session. At the
moment, the only verification method is entering your SSSS passphrase, but nicer
paths will be added soon.
This new step only appears when crypto is available and the account has
cross-signing enabled in SSSS.

Initial implementation of FTUE user lists design

This covers the "recents" section and rough design exclusively. It is known that the Field does nothing and that there's a bunch of missing functionality - this is to be iterated upon in future PRs. Labs flag is to aide development and should be removed in a very near future PR.
Also, this is focusing on DMs and not user lists in general because I misinterpreted the scope. I'll fix this in a future PR and instead make this the best DM invite dialog it can be.

super advanced debug information and base64 strings that no normal
users should ever have to see. It's still accessible via the comtext
menu (ie. the same place as 'View Source').

Should therefore fix the fact that Velocity is leaking data entries

rendering and present the user with the options on how to proceed. This is not

different brightness (as they might do in dark mode), hardcoding
the fg color of a badge independent of it's highlighted state
to $accent-fg-color doesn't work well, so add an extra SASS
variable we can reassign to something more specific in the custom theme

This hides the identity server at first from the custom server auth flows. For
the flows that may need an IS if the HS requires it (registration, password
reset), we then check with the HS before proceeding further and reveal the IS
field if it is in fact needed.

This avoids a visual glitch where the Integration Manager portal would briefly
appear, but then be replaced by a smaller Terms dialog when there's something to
agree to.
To resolve this minimal code churn, this cheats a bit and customises the size of
the terms dialog to match the IM portal modal when terms are shown for IM
purposes.

* Tooltip is position on the top or bottom edge of the target depending on where
space is available
* Tooltip and chevron are centered
In addition, more bits borrowed from `ContextualMenu` are not needed, so they

As part of reactions and editing work, we're adding a new style of tooltip that
allows interacting with the content of the tooltip. `ContextualMenu` is closest
out of the things we have today, but it doesn't position in quite the way we
want and it's already quite complex.
To get started, let's first clone that to a new `InteractiveTooltip`.

This moves the responsibility of creating a URL to open from the button (and other components) to the integrations manager dialog itself.
By doing this, we also cut down on scalar API calls because we don't pick up on account information until the user opens the dialog.

This allows you to increment an existing reaction below a message by clicking on
it.
At the moment, this is not linked to the action bar, so they each are using
local state. We'll likely want to add some mechanism so that we can local echo
to both of these UI areas at the same time, but that can be done separately.

Since we don't currently have an API to actually get these events yet,
adds a temporary hook that looks for a specific message to inject some sample
data. This helps build out the UI for now and can be removed once it exists.

Stop the settings dialogs from requiring special styles on the
mx_Dialog which required passing in a classname from anywhere the
settings dialogs were opened (although this still requires
static=true). Some of the things have now been adopted for all dialogs
(border-radius), others have been moved to within the dialog content.

This turned out to be much more complicated than it needed to be. We use an IndicatorScrollbar to do all the math for us and some minor changes have been made so it can flag left/right overflow. The complicated part is the css changes which make the gradients work: unlike the RoomSubList, we have to calculate the offset of the indicators (gradients) on our own because position:sticky doesn't work horizontally.
The changes to the css (well, mostly pointer-events:none) make it so the gradient doesn't interfere with the room avatars.
9034 and 8954 are fixed by this because they represent an overflow-x:none style breakage where browsers won't let you scroll without a scrollbar. The gradient offset problem is also demonstrated in 8954.

Fix initial letter avatar vertical offset in Firefox

In at least Firefox, the case of relative positioned inline elements (such as
mx_BaseAvatar) with absolute positioned children (such as mx_BaseAvatar_initial)
is a dark corner full of spider webs. It will give different results during full
reflow of the page vs. incremental reflow of small portions. While that's surely
a browser bug, we can avoid it by using `inline-block` instead of the default
`inline`.

This allows Fields to have an optional prefix component which is placed inside
the border of the Field and to the left of the input. Since this label animation
would be complex to get right for this case, it is instead fixed to the top left
if there is a prefix component.
This canonical example of this today would be a phone number field which
includes a country dropdown.

Remove unreferenced images

Now that images flow through a build step, it's easy to spot which ones aren't
actually used. To determine this, I built Riot with the hash in file names
disabled, and then used a directory compare tool to look for all images in the
SDK that did not make it into the Riot build.

Adds a UserView that contains a MainSplit with an empty div
and a RightPanel, preset to the given member.
UserView fetches the profile and creates a fake member, which
it passed on to the RightPanel.
this doesn't use the view_user action on purpose, to avoid any
interference of the UserView when trying to view a room member.

Bring back the lowered opacity for offline/unavailable avatars.

At some point during the riot redesign, the bit of css that lowered the opacity for offline/unavailable contacts
was removed. This makes it impossible to discern presence for a contact unless you hover your cursor over their
avatar.
It's very handy to be able to see presence at a glance without any hovering, so this PR reintroduces the lowered opacity.
I've also slightly decreased the opacity level from 0.66 to 0.5 to make it slightly more noticable.

Tjis is quite confusing as the welcome page is designed for when
you're not logged in, ie. has a sign-in button. There's also no way
to get back into the app so it really looks like it's logged you
out.
