Adds maplibre as a dependency, and behind a labs flag, lets users send and receive [MSC3488](https://github.com/matrix-org/matrix-doc/blob/matthew/location/proposals/3488-location.md ) style location shares - with backwards compatibility with old school `m.location` `msgtype` location shares too.
For this to work, you have to define a valid maptile server and API in your config.json's `map_style_url`.

Fix changelog link colour back to blue

https://github.com/matrix-org/matrix-react-sdk/pull/5698 changed all dialog
links to green, which is not expected. In general, we use blue links for
information and green links for actions.
This resolves the regression by removing the general change and adjusting the
new links added by the above PR to be green as desired there.

Modify encrypted images loading for better UX

Adds proper react css transition to encrypted images placeholders, so
that we can animate it's entrance and exit properly.
In addition, adds simple css animations file to properly handle all of
the animations in one place, so that it's much easier to properly handle
prefers-reduced-motion media query.

Stop overscroll in Firefox Nightly for macOS

Firefox is working on an overscroll feature for macOS, similar to the one Safari
has had for some time now. It doesn't really make sense in an application
